Can the existing deck carry a roof?
The key question is load. A roof adds dead weight and, more importantly in Region C, wind uplift, which the original deck was probably never designed to resist. We assess the existing posts, bearers and footings, then either roof directly off a frame that can take it, or stand independent posts on their own bored pier footings beside the deck to carry the roof separately. Either way the new structure is engineered to your assessed AS 4055 wind class with certified Form 15 and Form 16, so it is safe and it passes the certifier. For an open pergola we typically replace the battens with a sealed Colorbond roof while keeping the existing posts where they are sound.
Insulated or single-skin over the deck.
For a deck you sit on through summer, an insulated panel is usually worth it, cooler underfoot and far quieter in the rain.
